MINUTES of May 17, 2005 Meeting
- Unanimously approved with one correction: Mark Winitz was not present at the May 17 meeting.

TREASURER'S REPORT 
- approved unanimously

2006 BUDGET
- Dick Connors requested that California Track&Running News discussion be put on agenda for the
November meeting.
- #19n: request made by Art Klein for $300 to recertify Reno Track for Race Walk passed unanimously.
- #22b: Adding $300 for 2005 Race Walk Grand Prix from budget reserve unanimously approved.
- #22b: Adding $300 for 2006 Race Walk Grand Prix unanimously approved.
- Budget approved unanimously

STRATEGIC PLANNING
- In "strengths" include Officials' newsletter "Turns and Distances."
- Mark Winitz gave overview of SPS meeting 8/7/05.
- Need to set up strengths, weaknesses, etc. for "Resources" category.
- Motion unanimously approved to establish a "Strategic Planning Task Force" to develop, maintain
  and evaluate the progress of the strategic plan. Mark Winitz volunteered to be Chair.
  Contact Mark to be included on the task force and send input to Mark Winitz by October 15.

CRIMINAL BACKGROUND CHECKS 
- National office is establishing a program for this to be optional in 2006 and required in 2007.
- It will use rapsheet.com for the screening and the fee will be $10 per check.
- Motion for the PA to sign on f or the optional 2006 program failed to be approved by a margin
  of 21 no  to 5 yes votes.
- Current PA background check program will continue to be in effect.

MEMBERSHIP WORKSHOP (Irene Herman reporting)
- Membership fee increase by Natioanl USATF - lengthy discussion
- Unanimously passed to have John Mansoor formulate a statement against incorporating the fee
  increase because it will results in a net PA revenue loss especially for Youth.
  This statement will be placed on web site and PA Convention delegates will be required to
  be present to vote against the fee increase proposal at the 2005 National USATF Convention.

CONVENTION DELEGATES
- Changes cannot be made to the delegation list after the end of the Opening Session on
  Wednesday (10 pm).
- Delegate List: Jerry Colman (PA), Bruce Colman (Officals), Fred Baer (Men's T&F), Darrell
  Hampton (Women's T&F), Mark Winitz (Men's LDR), Irene Herman (Women's LDR. Athlete), Lloyd
  Stephenson (Men's LDR), Dave Shrock (Coaches), Stephanie Brown (Athlete), Joy Upshaw-Margerum
  (Masters T&F), Joanne Camargo (Youth), Art Klein (Race Walk),  At Large: Bob Podkaminer,
  George Kleeman, Deborah Sample and Dick Connors.
  Bob Podkaminer unanimously approved as Chair.

SERVICE AWARDS
- JoAnne Camargo and Irene Herman received the PA/USATF Service Awards for 2004: JoAnne for her
  tireless work as Youth Committee Chair at all levels of meetings and meets; Irene for her work
  and enthusiasm as chair of the Membership Committee and writing and overseeing grant proposals.
- Irene Herman was unanimously approved as the PA/USATF nominee for the national USATF Horace Crowe Award.
- Suggested for next year that the candidate for the Horace Crowe Award be the top vote getter of
  the annual PA Service Award.

WORLD YOUTH CHAMPIONSHPS
- Report presented by Darryl Hampton
- Darryl thanked the PA for their $500 donation that was used to provide a cultural experience in
  Morrocco for the youth team. They spent and afternoon and evening at a traditional Moroccan feast.
- The U.S. accumulated 13 medals, four of them by PA athltes.

SENIOR GAMES & 2009 SENIOR OLYMPICS
- Mark Winitz reported that this will bring 15,000 athletes to the Pacific Association in 2009.
- Mark will network with Joy Upshaw-Margerum on how the Pacific Association can be of assistance.

2008 OLYMPIC TRAILS
- Between Eugene and Sacramento
- They will be held in June, not July
- Will know in 3 weeks.

2007 JUNIOR OLYMPIC T&F CHAMPIONSHIPS
- Bid was ready to go but not made - too much else happening
- Will be held in Eugene.
- Next year to consider: 2010.

XC NATIONALS
- 2006 to be Golden Gate Park
- to get 2007 or 2008, bid is needed in October, 2005
- Aggies would like to keep meet local
- Irony in having Spring 06 meet in Boulder, CO (High elevation/snow - two reasons why bid in Reno
  was discouraged earlier.
- Would consider Reno or Sacramento area for 2008.

GOLDEN WEST INVITATIONAL
- Made a little money
- Worked out OK with the NCAAs
- Construction of wt./locker room will change layout for NCAAs.
