MINUTES OF SEPT. 7, 2003 meeting were unanimously approved with corrections noted below. 1- under NATIONAL LEGISLATION, before the word "association," replace the word "regional" with the word "active" 2- under "NEW BUSINESS," correct the sentence : Unanimously approved to put a discussion about a change in the Board of Athletics meeting day and location on the agenda for the next meeting." TREASURER�S REPORT o Approved unanimously. CONVENTION REPORT o Bob Podkaminer, Delegate Chair gave report. o 2003 is a major legislation year with 34 rule change and about 200 L and L proposals. o "Cross Association Penalties" is a proposal submitted by the PA to close a loophole in membership rules that allows a member who has been banned from one active association to acquire a membership in a different active association. 2004 OLYMPIC T&F TRIALS o George Kleeman gave report. o Volunteers must have forms in by April 1st. 2005-2007 NCAA T&F CHAMPIONSHIPS o Three year package o Sacramento is one of 5 bidding (Austin TX, Eugene OR, Los Angeles & Ohio State) 2005-2007 INDOOR T&F CHAMPIONSHIPS o Bid never placed due to no new or improved track in the Reno area. 2006 JUNIOR OLYMPIC XC CHAMPIONSHIPS o Bid is moving ahead and will be placed in June, 2004 o Set up similar to 2002. o Will be decided at the 2004 USATF Convention. SAN LUIS OBISPO AREA ANNEXATION o Change was approved by the SoCal Association o Will be finalized at the 2003 Convention. 10K NATIONAL MASTERS CHAMPIONSHIP o Report by Charles DesJardins o Heritage Oaks Bank 10K in Paso Robles o Considered successful except for some scoring problems that will be resolved for next year�s event. GRIEVANCES o Panel - Dan Davisdon, Al Hernandez, Lloyd Stevenson o Incident at the Regionals in Fresno where two individuals were on the infield and when asked to leave, refused. o Ruling made of probation for 30 days up to a year. o Joanne Slaton-Camargo mentioned it is the Youth Committee�s decision. o Approved unanimously that panel will make recommendation and same panel will judge "what is temper blow." BY-LAW AMENDMENTS o Approved unanimously the changes needed for our grievance procedure per National office. o Majority approved (2 abstentions) for grievance hearing panels that if there are no volunteers there will be a random drawing for 3 members and two alternates from the Board members. SAFETY ISSUES o Sanctions require that all events have specific requirements to address safety issues. o Events all receive these requirements in writing and by becoming sanctioned agree to provide the requirements. o Need to have a procedure in the PA by-laws concerning how to deal with noncompliance. o Motion approved unanimously that events suspicious of safety noncompliance will be reviewed on a case by case basis first by the Executive Board and then if necessary by the PA/USATF Board of Athletics. BOARD MEETING LOCATION o Dick Connors suggested we look into a permanent site for the Board meetings and also look at holding board meetings on the weekends. Discussion was held and it was agreed to not change the present system. TOM MOORE AWARDS o One to be awarded at the Sacramento meeting on January 21. o One to be awarded at the Foster City meeting on March 17. o Include Awardees at the Board of Executive dinner meeting. COMMITTEE REPORTS o Special welcome to Art Klein (new RW Chair), Julie Fingar (new Women�s LDR Chair) and to Cary Craig (new XC Chair). o Membership Committee Report from Irene Herman attached. o Communications Committee from Cynci Calvin: need all committees to be more pro-active in sending photos and articles to the staff at California Track & Running News. The magazine�s bimonthly deadlines will be posted at www.pausatf.org. They are Jan.1, March 1, May 1, July 1, Sept. 1, and Nov. 1. o Disabled Athletes from Charlie Sheppard: Para Olympic Academy to be based near San Jose. Will hold clinics. o Media from Fred Baer - discussed that media presence at the national USATF convention will be prominent due to recent drug issues. o LDR Committee from Tyler Abbott - travel funds awarded to Christian Hesch (Senior Bowl 10K, Alabama) and Chris Lundy (Tufts 10K, Bosotn) NEXT MEETING: Wednesday, January 21, Sheraton Grand Hotel, Sacramento MEETING ADJOURNED: 9:50 p.m.
